World Manufacturer Identifier - it is a fundament for Vehicle Identification Number

The first three characters of VIN that uniquely identify the manufacturer of the vehicle are called the World Manufacturer Identifier or WMI. In case a motorcycle, scooter, or ATV Original Equipment Manufacturer has no WMI code, then it is impossible to compose a full sequence of 17 VIN characters for assembled vehicles.

No WMI code = No VIN

A manufacturer that intends to assemble motor vehicles in the United States must obtain a WMI from SAE International. National Highway Traffic Safety Administration ( NHTSA ) has a contract with that organization to assign WMIs to manufacturers that assemble motor vehicles in the United States. Manufacturers must contact the Society of Automotive Engineers ( SAE ) directly (and not NHTSA) to request the assignment of a WMI. 

Non-US-based Manufacturers, seeking to achieve the Manufacturer’s identification code - WMI, shall address a competent institution in their own country.

WMI assignment is based on International Agreements and ISO standards:

ISO 3779 - Road Vehicles - Vehicle Identification Number (VIN) Content and Structure

ISO 3780 - Road Vehicles - World Manufacturer Identifier (WMI) Code

Based on such Regulations countries were assigned the first two signs of WMI codes.

Example: codes 1A,1B, 1C, and many others are assigned to the United States manufacturers; 2A, 2B, 2C, and many others are assigned to the Canadian manufacturers; RL, RM, and RM are assigned to the Vietnamese manufacturers.

The competent institution of the manufacturer country assigns the third character of the WMI:

Example: RL ( R - Region: Asia, L - Country: Vietnam ) + H ( Assigned by competent institution ) = RLH. The assigned WMI code '' RLH '' means Honda Vietnam Co., LTD.

All assembled vehicles by Honda Vietnam should be marked with the VIN which started with RLHXXXXXXXXXXXXXX

It is important to understand that a WMI assignment is an administrative procedure performed by a government-based or government-notified institution. Manufacturers do not have the right to assign WMI codes by their initiative.

A combination of the two assigned signs ( figures or letters ) and the assigned third sign makes it possible for the country to create 32 WMI codes.

Example: 1A+1=1A1, 1A+A=1AA and so on. 

All WMI codes used by original equipment manufacturers must be registered by the Society of Automotive Engineers ( SAE ). Beginning January 1, 2012, SAE will begin charging a one-time only fee of $525 USD for companies needing a World Manufacturers Identifier (WMI) code from areas outside of the United States where there is no governing body established to assign a WMI Code.*

The complete SAE WMI database contains more than 33,000 international WMI codes.

Beginning in November 2009, SAE instituted a $50 fee for all verification letters requested. These letters are used to verify a company's WMI code as well as their manufacturer's information.*
